I think the maps aren't really the problem. It's the decisions that are made revolving these maps (and other maps) that has become an issue:
Naturally the server has players with different skills and map preferences. Some people are still trying to complete the map, in contrast with those who have overplayed it. Given that this is supposed to be a "beginner" server there's generally a handful of people that take long to complete these maps meaning these maps could be on for at least an hour at a time if there's constant voting to extend it.
The real issue is how many times these maps get chosen a day. You'll find for example kitsune2 has been played at least 3 times within a day with each session being at least an hour long. It gets annoying. On one occasion kitsune2 was on for a solid 5 hours.
Then there's the shit-talk that happens when people rtv the map, insults thrown based on player skill, the begging to rtv, the begging to extend, etc.
And why I think these maps are played so often a day is due to selfishness and abusing the "nominate" system. "If the map I want wasn't chosen I will simply nominate it again immediately after the map-change, talk shit about how the current map sucks, wait 9 minutes to rtv, shout vote like there's no tomorrow, until I get what I want and fuck everyone else."
If these maps are removed, it's likely that people will just substitute them with other maps, over-nominate those maps and play those for several times a day for hours.
A possible solution would be to restrict the amount of times these maps can be mass-nominated a day.
I think a bit of this is definitely included in the over all issue with kitsune and kitsune 2. Partially, yes these maps have been overplayed for a while because for many "new" surfers, they've seen on youtube that kitsune is a good starter map. Truth is, its got simple stages but there are countless other easy beginner maps that help new surfers like utopia, boreas, mesa tf2, etc. The main issue is the voting system I would say. Shoutvote on it's own is something I would say doesn't really work on surf or bhop. The map that wins should be the map that wins the most votes for that nomination period and not who wants to mic spam the most.
Another honestly is the fact that the rtv time is far too short. A map should be on the server for minimum 20-30 minutes before players can RTV it in my opinion. Part of the reason these players you mentioned become toxic when people try to rtv the map they're trying to complete is because they feel they have to fight this huge battle against others players wanting to RTV every 10 minutes. It's exhausting.
Map mastery, even on a "easy" surf server is important to a lot of players (including me). Part of the reason why I've been playing less is simply because when I want to play a map and go for a good time on it I know I'll have to come on during dead hours to even have a shot at playing it for more than 10-20 minutes before people start bitching and complaining about rtving the map.
