Some people complained about the web taunt rule but in the lead team meeting we decided not to change it

1.96 - Web Taunts
Similarly to with the Jukebox, all taunts from the Web Taunts system must follow the ZARP TOU and all other Prophunt rules. Do not use any taunts that are disrespectful, racist, discriminatory, etc. or anything else that breaks any other rules. This includes anything disruptive (including, but not limited to, loud or high pitched noises)

We believe that the Zarp TOU includes spamming the web taunts as well as really loud/ear rape web taunts.

Spamming a regular sounded taunt is not disruptive. It doesn't disrupt anything. If spamming it disrupts people for some reason that I don't know of, then just using it once would also be disruptive. Taunting alot just gives the Hunters a clue
