so i want to apply for admin but i want to get permission cuz i haven't been in any meetings cuz i can't download ts it is not allowed in my country :(

Try to get in contact with a lead team member or one of the server owners, in some cases they can give you permission to apply for admin even though you haven't attended to a meeting.
