Not broken at all, you have chance to open 5% exp to your next level and even small chance 10% exp from boost case and hinata just had so many cases.
But when i opened my over 100 summer cases i got like from 80 of them exp

Its broken at high levels due to the percentage amount gains wet wipe it gives u like a whole map worth of exp including the man of the match exp reward from opening one ... that sir is broken
