I mean honestly he should've killed you way earlier but on the other side you need to understand that the server is 16 tick. Since the server is 16 tick, the shots barely register so that is why it took him way too long to kill you even with the Gluon Gun. Try and save for a Scope Boost so in the future, you can start using scoped weapons and do a ton of damage.
