No rule prohibits the sale or trading of VIP/Booster Packs outside any of our game services. If he can find someone willing to trade steam cash(game?) for gifting aforementioned upgrades, its not a problem.

Keeping in mind we aren't responsible for any scamming. Although I'm sure any HA+ would be willing to be a middle man if you ask nicely enough.
