Try to download Team Fortress Content.
Or re-extract your current contents

You need to download the map do !zarpcontent Ingame and download everything

Pretty sure the content packs don't work the way they're supposed to anymore after the most recent patch, other than that make sure that you have the rockford custom map content installed.

I have TF2 Installed and I don't see how re extracting will do anything, I haven't changed the files at all.

Reinstall your gmod. Thats what I did when I had that problem
