So just to make things clear I bumped into lots of people recently who PropClimed into bases and when I talked to them they ware solidly admitting that it is a ladder and they didn't propclime.

As in the rule:

2.4 Prop Abuse - The use of a prop to kill, push, or surf entities is not permitted.

so you're using a prop to get in the base(get RP advantage) and kill them
You're not allowed to use props to get in bases, if there is no doors on the ground they should already have a ladder, ramp or stairscase

I know lots of people will say this was unnecessary but trust me lots of people don't know

The common sense rule is a huge factor into this as well. Even if it's not stated that you can't build to get into someone's base its obvious you shouldn't surf on a prop or build a latter into someone's base. As stated before there is exceptions for some situations that can occur. Always think about the common sense rule before you do something that isn't clearly stated.
