You can get Uranium from the Uranium Production Unit that you can buy from the Black Market Dealer. It's slow to produce Uranium, and it costs 1 million to spawn in. Normal uranium is gathered through a uranium unit which Fennster4 just explained, but I think you mean the SUPERCHARGED uranium? That's gathered through setting of a nuke succesfully, how to get a nuke? Obtain a nuclear launch blueprint(through bankraids>blueprint cases, or buy them from players) or buy a nuclear launch straight away from players, costs around 10m for the blueprint and 15-20m for the nuke crafted(blueprint is one time use and costs 5 million to craft it).
Next you launch the nuke in a good base or well hidden, then wait 15 minutes, make sure it doesn't explode or so and ggwp, there you have a supercharged uranium.
