Its just a question, I've scanned the rules quickly (Yes i should read them more in depth) but thought i would get a more clear answer from here,
it was the brotherhood, I think not 100% on that, cactus jack was one of them who was using it. sorry if i am wasting time here.

depending on how many players are basing there.

If there are enough and they don't block any NPC's It's allowed.

Or atleast it looks like they're controling that territory as a base, correct me If I'm wrong
