TOPIC: The police system

Getting a bit fed up of the system as even if police do not see you they get a notification.
I was hiding behind a car with someone watching out as i jacked the car, he said there is a cop looking away. about 4 seconds later he turned around and just found me, i was now wanted. he did not know where i was as he did not come and find me but i was wanted. and it does not go away. any ideas how to improve this
