TOPIC: Question: Why exactly are roof bases not allowed?

I was making my hobo self cozy on top of a roof and I was made aware that roof bases aren't allowed. I was just curious why this was considering they're LESS in the way than hobo bases built on the street. Nothing was being blocked; no one was being inconvenienced in any way.

It's also worth noting that the base was completely accessible without the use of prop climbing/surfing.

Roof bases were extremely common in an earlier edition of the map, access to them however required prop climbing or some obscure jumping.
