I would like to ask admins that I have CSS but I do not have HL2. Can you please give me an alternative so I can enjoy your server as it is the best I have encountered

I don't have HL2 either, and it works fine for me.

Ensure that CSS is mounted. Validate the cache, and if all else fails reinstall both.

A quick google may also help.
