Why are "banned" users allowed to run around and break rules?

According to Spectrum, "banned" users are allowed to NLR and break every other rule. They keep running into my tripmines and keeps on "raiding" as citizens. What went through your minds when you thought about implementing this? I can't raid a base without having 10 banned players chasing my back all the time.

At least make it so all rules still apply to banned users even if they can't use any items smh

Didn't say they can break rules, I just said that they don't have NLR as the server doesn't give them the timer. Whatever rules that are enforceable still apply.

Banned users will mald when they are warned for NLR

Banned players are banned for a reason and should not be able to join. Do you really need players that badly?
