Considering with no event cases, boosters are like 70 mill, I doubt you will get any for 15 mill

They worth 70mil with no event cases because you can keep them and claim them when there are event cases in them.

Instead of buying the boosters for 15mil try to actually buy them and then sell all of the cases and shit in a shop or something
