So how is it not like a verbal warn if you waited out for a raid (raidtimer) and you raid it later and a admin warns you when it was 1 minute before raidtimer was gone eventho i tried my best to wait out...
Could someone just tell me why that is not a verbal?

The punishment is decided upon by the staff member handling the situation, they obviously felt a verbal would not have been a sufficient form of punishment in accordance to your rapsheet. You always have the ability to appeal punishments however since it is valid it'll most likely be kept.
