When you gift ZARP Booster Packs to a friend they will recieve all the same upgrades, cash and items as advertised on the ZARP Booster Pack description page. Once you've purchased, your friend simply needs to click the Refresh Purchases button in the Donate tab in the F4-Menu, and then they can claim their Booster Packs from the Donate tab in the F4-Menu at any time. They can link their Steam account before or after you purchase and their Booster Pack upgrades will start working instantly.
