This is my thoughts on it, when I first became mod I expected others to handle reports that were against me or reports that I made, however I quickly realized that staff avoid handling other staff requests (The majority of the time) simply because if a staff member reports a player, that player has already done something wrong which said staff member has witnessed and simply wants their response.
When it comes to staff members who are reported though, that's when things get a bit more dicey. You see, let's say you reported me for RDMing you, when that simply isn't the case and you passed by an unID'd body for an example, I know full well that the report is false, and at times, if a staff member can handle a report while there's a lot of reports going on, it can really save the hassle of spending the next five minutes in chat stating that you passed by an unID'd body, and you blatantly refusing to accept that.
The point being it's all very situational, and staff are trusted to make the call such as if they were to RDM someone, and that person wants them punished, they should be willing to punish themselves, rather than having a higher up punish them for it, because they refuse to do so.
Ultimately, if you disagree with how something is handled, you're always welcome to speak to another staff member about it, or submit a report about it on the forums if you feel that it's really being missed out on. I have had a few moments where I've disagreed with a report, and I can't say that it's ever been directly at a member of staff, that is why if you do disagree with something, I would suggest that you either speak to another staff member about it, or if noone online is willing to change the outcome and you wish for a different result, you're always welcome to submit a report about either the report itself, or the staff member(s) in question regarding it.
