After looking over the report and talking to Tamaninja about his keypad placement breaking the "using keypads as a building material" rule, he knows not to do this again in the future. As for abusing mutant spawn, it's just a smart strategy and it's not against the rules at the moment. I don't see any proof of police abuse or NLR. This won't happen again, thank you for the report.
