After analyzing the proof and re-watching the videos to firmly get a grasp of what Derpy is saying, I can tell that this was a mis-communication between Derpy and Navy. Meaning that since Navy misunderstood what Derpy said, he did not do what Derpy said to acquire the prize, hence not scamming.
