There was no proof of the user hacking. The only thing that Roy did was being in a sit with the user and he tried to get the user into a corner so that he'd finally snap and admit. Considering the fact that the whole thing was based on suspicions rather than facts, that's considered harassment.

To put it into perspective, what if you were in a sit for nearly half an hour for something you didn't do, yet the staff member would keep pushing you to get you to admit to it.

It's a serious problem if staff behave in such a way, hence why Roy has been punished for it.
