Correction: tgag and tmute do not go over maps (I have had to explain why many times)

BOI MY TGAG AND TMUTE ARE MORE IMPORTANT THAN GAG AND MUTE.

People (especially myself) tend to use (or should tend to use) tgag and tmute quite a lot, more than mute and gag. If the map is almost over, sure it may best best to use gag or mute, but for a first time offense, just sticking on a 3 minute gag or mute is usually the best, as it will likely only last a couple of rounds, and is a good low level punishment, since a map can last anything from about 15 minutes to an hour+
