Clearly, Travis broke a rule here. At the start you can see that he does not understand that whoever owns the front door is the owner of the base, and he also clearly broke NLR. A talking to is definitely fit here, but IMO nothing more, since he technically did just misunderstand it based on the bug where NLR does not get shown.
The rules do still state that NLR applies, and state no kind of exception for when the timer does not show.
