If we make that argument here, a community wide statement needs to be made because clearly we cant have things two ways. Suddenly the n-word being used in popular songs and music videos is racist, but then those same people saying that make the argument you're using right now. It just seems to be a major double standard and something that needs to be clarified.
Then n-word is straightup harmful from it's popular known definition, meanwhile "Small Spook" isn't in most areas and he doesn't intend on having the name in it's offensive term you may see it as, so there is literally no need in forcing him to change his name. I and many many other people didn't even know the name was racist (Americans on the otherhand do find it offensive in a racial term),
