International aka across the globe means you have to take every country into account.
For example, within the Netherlands, the word "spook" means ghost, what if he was using it in a Dutch way? Could you really punish him for it because the name means something else in a different place? Of course not.

The word isn't restricted to just the US. Also if you put it in your way you'd be disregarding what it's commonly used for in America as well (323.1 million in population).
If we were to add up every country where it's popularised and have a war against them, spook is harmless, your point > in the bin.
