If it was poor code or server lag which caused the bug then it's caused by the server.

If it was caused by his own client lagging out or poor internet lagging out meaning the timer was stuck in place for 10 seconds then it is caused by the client.

The evidence could also be easily faked e.g. if he died normally because he forgot about the nuke, realised he had shadowplay or something on and edited the video by replacing the timer with an older one.

Either way it's unlikely and I think he should be refunded
