due to lack of sufficient evidence.
Sadly a picture of a player's karma is like taking a picture of the logs, it does not show the story. As multiple things could have happened for it to get that low. I also can not ban him for hacking without an anti-cheat done at the time he was on the server, which requires a SA+.
