I was on S2 when this drama happened, repasting because raiders aren't active is not punishable because there is no rule about this.
Thats not true and I suggest you reread the rules.

The terminology is very specific and it states you can not build during a raid. A raid is a raid while all of the raiders are alive and not restricted by NLR. This is done so that it requires the defenders to actively seek out and destroy the raiders.
Unless you verified that you had indeed put all the raiders on NLR then you should not have repasted regardless of if someome told you to. At the end of the day its up to you to make sure your not breaking rules and unless your absolutely sure the raid is over you shouldn't repaste. I would also like to point out that no rule states that the raid times out affter 30 seconds of no action. The raiders very well could have been trying to relocate themselves or regroup for another assault.
Okay, but what about actively trying to raid and not just throw a nitro to 'keep the raid active' and making no entry/shown around the perimeter or trying to get in at all? Just having a alt to throw a Nitro occasionally to keep it active? Maybe ban alts to use while raiding? Or make is so that when you've died YOU have raid timer, then it won't be 1 person keeping it active waiting on the rest and they'd actually do it as a group/gang, what in my eyes a raid is supposed to be.
