I have looked over your report and I have decided to deny it as the admin in question has not done anything wrong.

For the FearRP thing, as long as his hands are not tied he can equip a weapon if you guys looked away, as he has the chance to do so. His hands are free so he can access his guns if he gets the chance to.

As for the defib things, you had already killed him and then you defibed him so you had no reason to kill him again. Him however can kill you due to him killing him prior to the defib. That is why you wouldn't defib someone you have killed.

And in response to "call it a talking to request because a demote request would get denied," it doesn't matter what it is called, we as the lead team take the action we best see fit for every report.
