So he has stated he only wants the ts staff rank, I don't see what the problem is in that?
If he gets the bare minimum of what he has to do as SA that should be enough, if it isn't you should raise how much work for the server you have to do instead of expecting people to do things like this. Also I believe the Xnator has been staff on different servers for "the badge on ts and the ingame rank" sorry to use you as an example bud.
Now if someone can go for staff on a server etc and they still get what they have to done only to keep their badge or what ever that should be fine as long as he gets what he is mean't to done.

All I want to say is, if you guys expect more out of your SA's "as someone once told me" approach them and encourage them to do more for the server and as some Head admins on TTT you must not of been doing that correctly, yes you may have said "Try and do more for TTT yadayadayada" this is not how it should be, interact with your staff members more, play with them more and help them instead of giving them a cheap 1 minute sentence to read.
