Hello Jenga!
I've looked over your report and I've come to the conclusion to deny this.

I was tempted to accept this in a way, however taking another look at the NLR rule
"2.2 New Life Rule - Do not return or interact with the district(See below for a District Map) of your death that you died until 3 minutes has passed."
It states he can't interact or go to the district he died in, which wasn't the district his base was located in. So even after the temptation to accept it the way the rule is written he's technically not breaking it.
Someone should rewrite that

The policy specifically states administrators, that means HA and SA supersede that and are allowed to handle any appeal they feel the need to.
