I have spoken to Leopatra and have come to the conclusion to deny the report. Something that you left out was the fact that Leopatra saw you throw an incendiary grenade earlier in the game, which you can see here:

This incendiary damaged a whole bunch of people and Leoptra could have killed you there and then. He tells me that he instead decided to follow you, and when he saw you pass an unidentified body he decided to kill you, which is allowed. He apparently accidentally damaged the detective because of crossfire, but it was never his intention to damage the detective or to RDM. I have spoken to him to be more careful, as crossfire still counts as RDM.

Leopatra also claims that he tried to discuss the issue with you together with Annie Montana, but that you were unwilling to listen. Either way, besides the fact that you purposely left out information in the report and actually RDMed yourself I have come to the conclusion to deny this.
