Suggestion Title: Remove rule 4.11

How would it benefit the server: Revive basing in a pretty simple and swift way.

Potential Issues/Exploits: None.

To people saying elevator bases are un-raidable, bla bla bla.
Majority of the LT have not experienced over 50 elevator base raids, if even 10, and I have experienced over a 100. Let me put it simple. To raid NEXUS, all you need to do is have a good team of 3 or 4, have c4's sent up the elevator and explode the main props, have 1 or 2 ontop of the elevator and rest inside, the person(s) ontop of the elevator, will m202 or tgun the tgunners, by emp nading the doors, jumping and tgunning them so the tgunners tgun the wall/themself out of instinct, then they jump down the elevator shaft, the people inside run in and m202 the potential gluon gunners/ second layer of tgunners, and run in with l85's / psg's and finish off the rest since if there's 12 people in nexus, then about 4 will be defending, rest would be afk (usually out of basing there it's been like that)

To raid infront of spawn, it's pretty simple, get a team of 6, all have drugs ready, get 2 to go up 4 to stay, get 2 to say when they see the bottom of the door when they are going up, then the 4 people will all tgun the area from below, then the 2 will rush in, m202 the tgunners, reload, run in, m202 the second layer of defense and boom.

Please put your arguments below, I bet I will have a counter-argument to them all, it's pretty simple, it's not hard, just because you don't have many experiences doesn't mean its impossible.
