The reason we don't refund for rulebreak is because it can be abused. For example, someone can place down a special printer, base for a few hours and has to leave, so he gets his friend to raid him as a citizen thus making a refund request due to losing it to a rulebreak, which means he now has the printer again to base with again. We only refund for server issues.
