I used to write stuff about how warnings/punishments are in place in order to enforce the rules but ultimately the "end goal" was to have fun therefore in certain situations like for example 1v1s or building a base while noclipped etc they may be looked over, But its always going to be a problem as people don't give a shit about making the server better they just care about getting you punished. Seriously, do you think that a 14 year old who sits there all day on his computer is gonna think twice about reporting you if you have done the slightest thing wrong, of course, it's not necessary but who cares this is a gaming community and you did something he didn't like so boom here's a report.
