I have spoken to Minty about this. He admitted what he did was wrong and wont be doing this again. Also I cleared some rules up for him such as the following:
-Mugs require a /me drop 4k or die (And in a secluded area
-Nlr applies to the entire district not just the area where you died.

However i have warned him for Disrespect because he was very vulgar towards VegoVevo and it being RP isn't a valid reason.
