Easy to raid for who? The people who have all the best special weapons and suits or the people with a huge gang and raiding force. What about the players who may have just started and have little special weapons or those who have played for a while but aren't in a big gang and aren't particularly rich. These people are the majority of the player base.

That's every base, name me a new player who managed to base a district base or even a large gang base that isn't in an elevator; elevators are not a new players worst dream, it's any player who bites off more than they can chew.
