Random Arrest:
The user arrested a person because he was trying to "delay" the raid. The person looking from an RP perspective was only trying to access a floor. The police never tried stopping him from doing it such as utilizing their stunstick or an action (/me) when they arrested the person. The person was not doing anything RP-illegal.
