I have spoken to KapiJam, and after discussing, we came to the conclusion that, the sign wasn't Kapi's to begin with and he also didn't know knowledge of the cop KOS section. The KOSing people outside cars didn't really break any rules, they let people in to use the car scrapper, thus following the rules. However I will talk to Jabbe about the sign as that did break some rules. Thanks for the report though!
