Who says he didn't use the shift speed up function that made him into a spin?

For all the other 'run overs' you have no proof. Those are people walking on the road, if you get hit by a car it's your own damn fault. There are sidewalks for a reason. You as a player should know better.

Cars are glitchy and driving often is a bit laggy. If the sidewalk hit was the only legit CDM he made, I see no real issue here. Besides, there is no way to tell that the cop didn't shoot him for being wanted leading to him getting ran over.
