I can understand why some people are saying you should start from mod, although you are an ex-staff I feel that you went down hill the past 2 months; acclimating warnings on an almost daily basis (these may not be recent but they still show you've went down hill very recently.)
From experience, you know the rules (while you may not always follow them) and have a positive attitude in-game.

In conclusion, I would recommend going a few weeks without a punishment/bad interaction with staff and even starting all the way from mod to show dedication and commitment.

He may have very well been/still is a scammer, but you really need to put your own conflicts behind it.
Plenty of staff have scammed and are still trusted with a rank and he's no different.
Put the salt down and accept he scammed you, which needless to say is within RP.
