2: You can handle Report Abuses against other staff members as SA. No need to link the report to a HA+

Oh, and I wonder who that Head Admin was on the obstacle you mentioned

Anyways, i suggest you imrpove your reputation. Cause right now, as you can tell, many people don't think you can fit in this position.
