Mutants are totally underpowered, especially considering hobos can use any weapon to kill them.
Their only real advantage would be able to swarm a target, which is very difficult considering for some reason NLR applies to mutants... just like cops, mutants should have an area where they have no nlr i.e. the zones they can kos in.
