Suggestion Title: Mutant NLR

How would it benefit the server: I think at the moment the NLR system for mutants is a little bit unfair so i think it would be better i mutants would not have NLR in the PD District. This would make it better because as a mutant you usually die as soon as you walk out of your tunnel you die and then you have to wait 3 minutes just to go back out there to die again and it isn't really fun when that happens. So if mutants didn't have NLR in the PD district more people would select the job and it would be really fun.

Potential Issues/Exploits: People who say its unfair?
