Allow movement when holding TAB/When RTV menu pops up.

How / why would it benefit the Surf server:

This would help tremendously. imagine this: You are in the middle of a great run but then the RTV menu pops up making you unable to strafe until you exit the menu, therefore messing up your run. I believe you should create a better way for the menu to pop up rather than enabling your cursor. Also, when you hold TAB you are unable to move/talk, which is quite bothersome when you would like to view something in the TAB while talking at the same time.

Potential Issues/Exploits: I don't believe there will be any exploits with this, as long as you code everything properly (Obviously I can't control that).

How / why would it benefit the Surf server: It would benefit the server in many ways. There are no real difficult maps for more experienced players, so it makes the server boring. Plus there are a lot more cool maps you could add to make the server more fun!

Potential Issues/Exploits: Some maps may have a jail, so you might need to figure out on how to fix that, but other than that I don't think there could be any exploits.
