Suggestion Title: Remove the talk time charger thing.

How would it benefit the server: Removing the talk timer wouldn't directly benefit the server, but keeping it would do the oppisite of benefitting.

Potential Issues/Exploits: you get to talk for 8 sec, then have to wait 8 sec for it to start recharging and then wait 37 sec to fully charge. which means for every 8 sec that you want to talk, you have to wait 45 sec first.

Additional notes: I know it's to prevent mic spamming, but all it does is prevent all mic activity. It's not fair nor is it fun for anyone.
