First of all there is no proof of this being his, even if this is his you could've just spoken to him as this obviously seems like some kind of mistake instead of making a report. Seems more like you're trying to get him demoted for something that could've been handled way better by simply giving him a friendly PM saying, "Yo your base isn't okay could you come take a look and fix it?". There was no need for this report.
