However I think both pay as applicant mods can be just as good, purchased mods usually do have the feel they have the right to 'abuse'- cause of their $ investment.

This guy just needs guidance, give him a break. Talk to him, see if he has anything useful or regretful to say. If he doesn't, demote him.
