4.15 Building Signs - A building sign can only be used on a house in which you're building in at the time. You can't have any entities which includes health/armour chargers. Doesn't say that you're allowed to break other building or prop related rules whilst you're building, even if he had one up it was still prop push.

I'm not sure why Gmod Troller killed you here, but it was clearly RDM and I'll speak to him about the situation and warn him if I feel it's necessary.
