You are wrong, he was caught cheating once the second time was false and poorly played out and wasn't thought through. He was unpunished and unbanned as it wasn't clear enough evidence to ban him. Making it a false ban and it not counting. Check the old Ban Appeal that he made hwen it occured he was unbanned as it was false meaning it isnt a valid thing to base a ban appeal on
